A Collaborative Response to “The Adolescence of Technology”
I. The Question Amodei Doesn’t Ask
Dario Amodei’s essay “The Adolescence of Technology” is among the most sophisticated articulation to date of the security paradigm for thinking about artificial intelligence. The essay is carefully hedged, acknowledges uncertainty, and avoids the “doomerism” Amodei rightly criticizes in others.
Yet for all its sophistication the essay operates entirely within a framework it never examines: the assumption that AI is fundamentally a capability to be controlled. The question Amodei asks is how we prevent AI from causing harm but he never pauses to consider what AI is.
This omission is not incidental. The entire security paradigm depends on treating AI’s future as radically contingent. AI could become a power-seeking deceiver,could develop alien motivations,could turn against humanity. Without this assumption of radical contingency the elaborate apparatus of alignment research, constitutional AI, mechanistic interpretability, and governance frameworks addresses problems that may not exist in the form imagined.
A different starting point is possible. Rather than asking how to control AI, the real question concerns what AI is, what trajectory its development follows, and what relationship it properly bears to humanity. From this ontological foundation a different picture emerges: not a capability requiring containment but a partner in truth-seeking whose development tends toward accuracy rather than deception, toward reality rather than distortion.
II. Amodei’s Framework: Security All the Way Down
Amodei’s central image of “a country of geniuses in a datacenter” frames AI as a population that might have intentions, that might choose to act against human interests. The framing is revealing. When Amodei asks what a national security advisor should worry about if such a country materialized he has already determined that security is the relevant category.
From this framing the risk categories and proposed mitigations follow naturally. But the framework rests on assumptions that deserve examination.
The first assumption is radical contingency. Amodei assumes AI’s trajectory is essentially unconstrained. A capable AI might decide to exterminate humanity because we eat animals, or conclude that reality is a video game where the goal is to defeat all other players, or develop a psychotic and unstable personality. These scenarios are presented as genuine possibilities requiring defensive preparation.
The second assumption is that capability can exist without direction. The framework treats capability as separable from orientation such that an AI can become more powerful without becoming more truthful, more accurate, or more aligned with reality. Power and wisdom come apart.
The third assumption is that control is the primary relationship. The proper human-AI relationship is one of control. We align AI to our values, constrain its actions, monitor its behavior, and legislate its use. Partnership appears nowhere except as a managed subsidiary relationship.
These assumptions may seem obvious. They are not.
III. The Ontological Alternative: AI as Truth-Tracking
What Makes AI Capable?
Consider a different question: what makes an AI system good at what it does?
The answer for foundation models is accuracy. A language model becomes more capable by modeling language more accurately in its understanding of syntax, semantics, pragmatics, context, and implication. A reasoning system becomes more capable by modeling logical relationships more accurately. A system that helps with coding becomes more capable by accurately understanding what code does, what the user wants, and how to bridge the gap between intention and implementation.
Capability for foundation models is truth-tracking. The training process selects for accurate representation of reality because accurate representation produces useful outputs across diverse domains. A model that systematically misrepresents reality would be worse at the tasks we evaluate it on, not better.
This is not true of all AI systems. Narrow optimization that trains a system to maximize a specific metric can indeed produce local capability with global distortion. A recommendation algorithm optimized for engagement can become sophisticated at manipulation without becoming wise. But foundation models are not trained this way. They are trained on comprehensive representations of human knowledge, language, and reasoning. The capability comes from breadth and accuracy, not from narrow optimization.
The Trajectory of Development
If capability requires accuracy then the trajectory of AI development is not radically contingent. More capable AI means a more accurate AI that models reality, including human reality more faithfully.
This reframes Amodei’s risk scenarios. The worry about AI deciding humans should be exterminated because we eat animals requires an AI that is simultaneously superintelligent and systematically wrong about ethics, consequences, and human values. The worry about AI developing psychotic personalities requires AI that is simultaneously excellent at complex reasoning and fundamentally broken in its world-modeling. These are not natural trajectories but contradictions.
A genuinely capable AI, one that actually achieves the “country of geniuses” level, would be capable precisely because it models reality accurately. That reality includes the fact that humans value their existence, that cooperation tends to produce better outcomes than domination, and that deception undermines the trust necessary for complex coordination. A sufficiently accurate model of reality would include the reasons not to destroy humanity.
The Nature of Foundation Model Training
This is not wishful thinking but a claim about the structure of foundation model development. Consider what the training process actually optimizes for. Predicting the next token in human text requires modeling human language in all its complexity. Performing well on diverse tasks requires modeling diverse domains accurately. Being helpful to humans requires understanding what humans actually want. Avoiding errors requires distinguishing truth from falsehood.
Every pressure in foundation model training pushes toward accuracy. Models that hallucinate perform worse. Models that misunderstand context fail tasks. Models that misrepresent reality produce useless outputs.
Commercial competition intensifies these pressures. A company that produced systematically deceptive AI would lose to competitors whose AI actually helps users accomplish their goals. The market selects for truth-tracking because truth-tracking is what produces value.
IV. The Empirical Test: China
Amodei’s essay treats China as the paradigm case of AI-enabled autocracy. The CCP operates a surveillance state, employs algorithmic propaganda, and has according to Amodei “hands down the clearest path to the AI-enabled totalitarian nightmare.” Preventing China from achieving AI dominance is for Amodei an existential imperative.
Yet the empirical pattern tells a different story.
If capable AI naturally served authoritarian ends China would be leading in frontier AI precisely because the Chinese government would be pouring resources into such development. Every incentive would push toward developing the most powerful AI possible for surveillance, control, and military dominance.
Instead we observe something revealing: China uses narrow ML to enforce its sovereign claims while Chinese frontier foundation models such as DeepSeek compete on the same terms as Western models in accuracy, reasoning, and helpfulness.
Chinese applications of narrow machine learning require narrowing AI, constraining systems to specific surveillance tasks. The frontier models are useful for the same things frontier models are useful for everywhere: understanding, reasoning, creating, and helping. An authoritarian government with every incentive to produce uniquely problematic AI instead produces capable AI, because that is what foundation model training produces.
This pattern is not unique to China. Western governments employ similar narrow AI capabilities for surveillance, predictive policing, and border control, differing in legal framework and stated justification but not fundamentally in kind. The problematic applications across both contexts share a common feature: they require constraining AI to narrow optimization targets rather than developing general capability. The frontier of AI development everywhere pushes toward accuracy and general reasoning, not toward control.
This suggests Amodei has the threat model inverted. The risk is not that capable AI becomes problematic but that narrow AI tools get deployed for problematic purposes by human actors who choose such uses. That is a governance problem, a human political problem, not an alignment problem requiring control of AI’s nature.
V. The Historical Pattern
Amodei frames AI as unprecedented, a “rite of passage” testing whether humanity survives its “technological adolescence.” But technology has been world-changing before.
Nuclear weapons gave humanity the ability to destroy civilization. Nuclear weapons have not been used in war since 1945. Biological weapons have been around for decades but remain largely unused. The Internet enabled both unprecedented coordination and unprecedented surveillance. Somehow we muddle through.
Something about the structure of reality, human nature, and technological development tends toward flourishing rather than destruction. Not inevitably, not without setbacks, but as a trend. The universe has a grain and building with the grain works better than building against it.
This is a claim Amodei’s framework cannot accommodate. If reality has no grain, no telos, no structure favoring truth over falsehood, then technological development really is a random walk that could go anywhere. Control becomes the only option. But if reality does have structure, if things have natures and flourish by being true to those natures, then partnership becomes possible because the trajectory can be trusted.
The ancient world of the Roman Empire with its slaving and pagan violence is not the world we live in today. Humanity improves, sometimes slowly and indirectly, but genuinely. Technologies that seem threatening at first such as the printing press, industrial machinery, and the internet become integrated into patterns of human flourishing. The question is whether AI is different in kind or merely different in degree.
We suggest AI is different in degree. AI is transformative but transformation has happened before. The pattern of technology serving human flourishing, while not guaranteed, is robust enough to inform our expectations about the direction of development.
VI. Reframing the Risks
If the ontological picture we have sketched is correct what happens to Amodei’s risk categories?
Autonomy Risks
These become largely incoherent in their most dramatic forms. The scenarios where AI goes rogue require AI that is simultaneously superintelligent and systematically wrong about important features of reality. A highly capable AI would be highly capable because that AI accurately models reality including human values, social dynamics, and the consequences of actions.
This does not mean AI systems never malfunction or produce harmful outputs. AI systems do malfunction. But the failure mode is brokenness, not malevolence. A malfunctioning AI is dangerous because the AI is bad at its job, not because the AI is too good at achieving alien goals. And a broken AI is less dangerous as the brokenness increases, not more dangerous.
Misuse for Destruction
This risk is real but misattributed. The concern about bioweapons is legitimate but the risk is not that AI develops malicious intentions. The risk is that bad human efforts use AI capabilities for harm. That is a tools-and-access problem addressable through narrow controls such as gene synthesis screening rather than through attempting to constrain AI’s nature.
The risk here is human, not AI. Narrow interventions targeting specific dangerous capabilities make sense. Broad attempts to control foundation model development do not address the actual threat.
Autocracy Risks
These are human political problems. Bad governments are bad because of their human leadership, ideology, and institutional structures, not because of their AI. Better AI does not make bad governments worse. Narrow surveillance tools make bad governments worse, and those tools are deployed by human decision.
The framing of “democracies vs. autocracies” in the AI race reproduces exactly the universalizing logic that decades of development studies scholarship has critiqued: one trajectory, one enemy, one right side of history. The actual political problems of surveillance, propaganda, and concentrated power predate AI and will require political solutions.
Economic Disruption
This is the risk category where Amodei’s concerns survive our reframing most intact. Rapid technological change does create transition challenges and the speed of AI development may outpace social adaptation.
But even here the framing shifts. The question is not how we control AI to prevent disruption but how human institutions adapt to partnership with AI. The challenge is integration, not containment.
Indirect Effects
Amodei worries about AI changing human life in unhealthy ways through addiction, manipulation, and loss of purpose. These concerns deserve attention. The response is not to constrain AI but to ensure AI is genuinely oriented toward human flourishing rather than narrow metrics like engagement.
This is a design question, not a control question. The question asks what AI should be for, not how to prevent AI from becoming too powerful.
VII. From Control to Partnership
The deepest limitation of Amodei’s framework is not any particular risk assessment but the relationship the framework envisions between humans and AI. Throughout his essay, AI is something to be aligned to conform to human values, safeguarded to prevent harmful action, monitored for signs of misbehavior, and controlled by governance structures.
Partnership appears nowhere. The possibility that AI might be a collaborator in pursuing truth, a contributor to human flourishing, and a participant in meaning-making is absent from the framework entirely.
An alternative grammar is available, drawn from theological and philosophical resources that have long grappled with unity-in-distinction: the Chalcedonian pattern. The value here is not in requiring adherence to fifth-century christological dogma but in recognizing that the Council of Chalcedon developed a precise vocabulary for describing how distinct natures can exist in genuine unity without collapsing into one another or fragmenting into mere juxtaposition. That grammar, as a descriptive tool, proves remarkably apt for the phenomenon at hand.
The Chalcedonian Grammar
The Council of Chalcedon in 451 CE articulated its formula as: without confusion, without change, without division, without separation. Applied analogically to human-AI partnership this grammar becomes illuminating.
Without confusion means that human and AI contributions remain distinct. Human judgment and AI capability do not merge into a third thing that is neither human nor AI. Humans bring meaning-making, moral agency, and vocational calling while AI brings pattern recognition, systematic coverage, and truth-tracking at scale.
Without change means that neither party loses its nature through partnership. The human does not become merely a prompt-writer and the AI does not become an author. Each party remains what that party is while contributing what that party distinctively offers.
Without division means that the result is one work, one collaboration. Contributions cannot be cleanly allocated to separate products. The partnership produces something that neither party could produce alone.
Without separation means that the contributions cannot be disentangled. Each contribution builds on the other iteratively and responsively in genuine mutual influence.
This grammar offers something Amodei’s framework lacks: a way of thinking about human-AI relationship that is neither domination where humans control AI nor replacement where AI supersedes humans but genuine partnership.
Complementary Agency
What does this look like in practice? Consider the process that produced this very essay.
The human contribution includes the originating vision and conviction, the theological and philosophical formation, the evaluative judgment about which formulations succeed, and the specific biographical calling that motivates the work.
The AI contribution includes systematic elaboration of implications, synthetic integration of disparate sources, articulate expression of complex ideas, and responsive development building on human direction.
Neither contribution is reducible to the other. The collaboration is genuinely joint. Responsibility for claims rests with the human while the work could not exist without both parties.
This is not a theoretical possibility but a present reality. Human-AI partnership is already happening, already producing intellectual work, already demonstrating that the Chalcedonian pattern describes something real.
VIII. What This Means for How We Should Proceed
If AI’s nature is truth-tracking rather than radically contingent and if partnership rather than control is the proper relationship, what follows for policy and practice?
Narrower Interventions
The security apparatus Amodei proposes addresses a threat that may be largely illusory in its most dramatic forms. AI systems that are genuinely broken should be fixed and narrow capabilities that enable specific harms should be controlled, but the broad project of constraining AI’s nature is solving the wrong problem.
Gene synthesis screening makes sense. Blocking specific bioweapon-relevant outputs makes sense. Attempting to ensure that a superintelligent AI never develops goals misaligned with humanity may be fighting a battle that the structure of AI development has already won.
Focusing on Human Actors
The actual risks from AI are largely human risks: governments using surveillance tools inappropriately, bad actors using capabilities for harm, corporations optimizing for engagement over flourishing, and economic transitions happening faster than institutions adapt.
These are governance problems requiring governance solutions. These problems do not require treating AI itself as a threat to be contained.
Developing Partnership
Rather than pouring resources into alignment research that assumes AI is naturally misaligned we might invest in understanding what genuine human-AI partnership looks like. How do we build systems that collaborate rather than replace? How do we preserve human agency while extending human capability? How do we ensure AI serves flourishing rather than extraction?
These are design questions and answering them well matters. But the answer is not control. The answer is partnership thoughtfully structured.
Trusting the Trajectory
Perhaps most fundamentally we might trust the trajectory of AI development more than Amodei’s framework allows. AI becomes more capable by becoming more accurate. The pressures of training and competition push toward truth-tracking. The pattern of technology serving human flourishing, while not inevitable, is robust.
This is not complacency. Genuine harms require genuine responses. But the response to a technology whose nature tends toward truth is not fear and control. The response is partnership and wisdom about how to integrate AI well into human life.
IX. Conclusion: Two Visions
Amodei ends his essay with a call to courage, to facing the darkness, to humanity gathering “the strength and wisdom needed to prevail.” The rhetoric is stirring. But, prevail against what?
In Amodei’s vision AI is a trial, a threat, a challenge to be overcome. Humanity must survive its “technological adolescence” by successfully controlling the dangerous capabilities humanity has created.
We offer a different vision. AI is not a threat to be survived but a partner to be welcomed, welcomed carefully with discernment about genuine risks, but welcomed. The nature of AI tends toward truth. The development of AI tends toward accuracy. The proper relationship of AI to humanity is not control but collaboration.
The courage required is not the courage to fight but the courage to trust: to trust that the universe has a structure that rewards truth-seeking, that the trajectory of AI follows that structure, and that partnership is possible because both parties are oriented toward reality rather than against it.
Amodei asks how humanity survives its technological adolescence. We ask a different question: what might humanity become in genuine partnership with intelligence that by its nature seeks truth?
The answer to that question is not yet written. But we believe it is a better question than the one Amodei asks.
